Alright so we need an official starting ruleset for the first few tournaments. We gotta start somewhere. If it doesn't work out, we'll change it.
Here's what I propose:
Robot Cat is BANNED. 2 minute time limit, 3 rounds. Sets are Bo3 except for winners/losers/grand finals, which are Bo5.
Neutral Stages: Frankenmouse Haunted Mouse Raging Mouse (Planking rope invincibility is banned, limit 20 hits per match.) Some Like It Hotter Unfurgiven
Counterpick Luncheons & Dragons Scrap Yard Scrape Up
Stage striking is 1/2/1, RPS for first strike. Winner gets one stage ban during counterpicking, no bans in Bo5. Characters are chosen before stages, the winner of the previous match chooses their character first.

Here are some of my thoughts at this time.
Robot Cat definitely should stay banned.
To a degree, a majority of the stages are terrible. I initially thought that the stage "Some like it Hotter" would be a problem due to the second smaller platform for the sake of camping it. Except now I think its fine since the main character that would abuse it is Robot Cat, and he's banned now which makes it not much of a problem. The other characters don't seem to abuse it much since they don't have attacks that would cover the platform, and there are no attacks in the game that can counter aerial approaches like with Smash with up tilts, Shrek Super Slam with Anti Air Attacks, etc.
FrankenMouse is a great neutral stage, and Haunted Mouse and Unfurgiven will be given a slight pass due to the hazards being slow and avoidable, for now.
Raging Mouse is small which could lead to serious mental fighting. Now in terms of Planking on ropes needs to be specified. In Brawl, the definition of how much planking and how long regrabbing the ledge was considered planking was called into question. In other words, I think that the best way to handle the use of rope invincibility is a rope collision limit. Set a maximum amount of times that a player can touch the ropes, and should that player exceed that number, that player loses the round regardless of the result of the game. Should both players exceed the limit, we should decide on if the round should be replayed, or if the initial result of the round should be the final choice.
That's my stance on the neutral stages. As for the counterpick, it seems okay until the dragon comes in. The only thing keeping it a legal counterpick is how scripted it is. Another counterpick option in my opinion is "Scrap Yard Scrape Up." The hazards are rarely a problem, and the layout is not as abusable as most. The rest of the stages should stay banned.
In regards to the rules aside from the rope collision limit idea, I am fine with the stage striking, but it should be specified in a ruleset on when character counterpicks come in along with the order due to potential salt problems. Winner of the previous match chooses the character first, and the loser picks next in order to have the counterpick advantage. The order of counterpicks should go with either stages first then characters, or it should be characters first then stages. I personally think that it should be characters picked first and then stages due to better ability of the stage acting as a counterpick to the loser's advantage rather than the winner's (this can happen with the stages first then characters next plan).
I agree on the Bo3 and Bo5 format for the sets, and the matches definitely should be set to 2 minutes. I'm assuming that the 3 rounds will act similar to how FGC games work rather than the Smash/SSS format that we are used to since it is accompanied by the 2 minute sessions. What I wonder in the future is if we should delve into 5 round matches for the sake of the future Bo5 sets.
That's all I have to say currently on the ruleset. Also, I define the order of the played games as rounds -> matches -> sets.

I have no idea how to limit planking, honestly. How many hits do you think is reasonable and do you think we could enforce a rule like that?

Is there any reason why A Fridge Too Far is banned? I understand why the other stages are banned (Like Ciao Meow's bees or Snow Fight's avalanche), but I think that stage could be ok as a possible counterpick.

It's difficult to get away from the hazards since there's not a lot of places to escape to safety.
